Water Department

The City of Hemphill Water department and system consists of both water treatment and water distribution.  The City provides surface water from Toledo Bend Reservoir, since the City has a raw water agreement with Sabine River Authority of Texas; hence, the City owns the C.C. Rice Water Treatment Plant located on Hwy 3121/Palo Gaucho Xing, which is northeast of the City limits.  The City has two supervisors and several city staff members tasked with operating both the surface water treatment plant and the city’s distribution system.  The two supervisors are as follows:

The City has numerous reporting, testing and licensing requirements that must be met to comply with Texas Commission on Environmental Quality regulations on both a weekly, monthly, quarterly, and yearly basis.  The City and our staff take pride in providing quality water at affordable rates; however, the cost to treat and distribute surface water is substantially higher than other systems that have ground water.  

Any problems with your water quality or pressure can be reported to City Hall at (409) 787-2251.  After business hours, call the Sabine County Sheriff’s Office dispatch at (409) 787-2266.  In addition, if you think you have a water leak or you observe a water leak anywhere in our system, please report it to City Hall and staff immediately.
